Formerly, the Bicol Region was under the area of responsibility of the fifth Coast Guard district based in Sta. Clara, Batangas City.

Pursuant to HPCG General Order Number 106 dated 26 March 2019, the ninth Coast Guard district was activated on 30 March 1999 purposely to cater the maritime safety needs of the Bicol Region. This newly activated PCG district was later renamed as Coast Guard District Bicol (CGD Bicol) pursuant to PCG Memorandum Circular Number 13 dated 18 October 2000.

Seven years passed, the said district was deactivated and renamed as Coast Guard District Albay, pursuant to HPCG General Orders Number 06 dated 23 July 2007. Few months later, Coast Guard District Bicol was reactivated pursuant to HPCG General Orders Number 217 dated 16 November 2019, effective 19 November 2007.

Prior transferring to the newly constructed Headquarters Coast Guard District Bicol Complex located at Regional Government Center, Rawis, Legazpi City, said location was previously situated inside Julhassan, Arasain Naval Station Compound in Rawis Legazpi City. After years of co-tenancy with the Naval Forces Southern Luzon, the newly constructed Coast Guard District Bicol Complex was inaugurated in May 2015.

Presently, the Coast Guard Districts Bicol’s area of responsibility covers the whole Region V consisting of six provinces, 93 coastal towns and 2,818 coastal barangays.

It has six stations under the administrative and operational control which are strategically located in each province to closely enforce the promotion of safety of life and property at sea namely; Coast Guard Station (CGS) Albay, CGS Masbate, CGS Sorsogon, CGS Camarines Sur and CGS Camarines Norte with a total of 35 Coast Guard sub-stations.

Amidst transition, Coast Guard District Bicol remained steadfast in enforcing laws within the Philippine waters, conducting Maritime Safety and Security Operations for the safety of the sea-going public, protecting the marine environment and saving lives and property at sea through maritime search and rescue which are all in consonance with the Philippine Coast Guard’s mandated functions. Their sustained efforts in becoming a world class guardians of the sea emanates from their commitment to serve the maritime community in allegiance to the Philippine Republic.
